Responsibilities

The Manager for Policy, Regulation, and Markets in the western Northwest United States is a key external-facing role, responsible for advocacy and monitoring of a broad range of policy and regulatory issues before state legislative and regulatory decision-making bodies as well as engaging with regional transmission/market operators (e.g., Bonneville Power Administration).  The person in this role, reporting to the Managing Director of External Affairs, communicates regularly with Avangrid’s Renewables functionsbusiness groups including Operations, TradingAsset Management, Origination, Development, Permitting, Projects, and Tax, and other commercial and corporate teams to ensure awareness of new and emerging policy, regulatory and market issues and devise plans to shape favorable outcomes.

•    Develops, coordinates, and implements policy and regulatory advocacy strategies to advance company business objectives, in collaboration with interested internal groups.
•    Leads company activity on relevant legislative and regulatory activity in multiple states.
•    Monitors, analyzes, and influences market structure developments. 
•    Plays a lead role in engaging with state and regional trade and advocacy organizations focused on deployment of clean energy, competitive power markets, and associated issues.
•    Communicates to appropriate Company personnel information on legislative issues, regulatory proceedings, and other relevant information through meetings and timely written summaries.
•    Advises the business on market rules and operations that may affect development off-take strategies, and energy/asset management strategies.
•    Represents the Company’s position in external regulatory and policy forums, such as state regulatory proceedings, legislatures, and market organizations including the Bonneville Power Administration.
•    Collaborates with colleagues to ensure Avangrid Renewables has addressed operational, legal, risk management, accounting, and audit concerns.
•    Confers with other departments within the Company to ensure compliance with statutes and regulatory rules.
•    Develops, coordinates, and implements policy and regulatory advocacy strategies in accordance with overall company business objectives, in collaboration with interested internal groups.
•    Monitors and analyzes regulatory rules, legislation, and market activity. Leads development of the Company's position on regulatory issues, communicates to appropriate Company personnel information on regulatory proceedings/decisions and other relevant information through meetings and timely written summaries.
•    Represents the Company’s position in external regulatory and policy forums, with a focus on the Bonneville Power Administration, state utility regulatory commissions, and legislatures.
•    Collaborates with industry peers and other allies on policy and regulatory matters, developing strategies, preparing filings, and engaging in other activities that may affect the company.  Engages with trade associations and other coalitions to shape favorable advocacy positions.
•    Advises the renewable energy business on market rules and operations that may affect development and off-take strategies.
•    Collaborates with colleagues to ensure Avangrid Renewables has addressed all operational, legal, risk management, accounting, and audit concerns.
•    Confers with other departments within the Company to ensure compliance with statutes and regulatory rules as they relate to the Company's participation in wholesale energy markets.
 

Skills and Requirements

Bachelor's degree in political science, business, finance, accounting, political science, or related work experience. or the equivalent combination of education and experience, preferred.
•    5-8 years of experience focused on policy, regulatory, and/or organized markets work.
•    10+ years Energy Industry experience plus, preferred.
•    Knowledge of energy law and utility regulation particularly with respect to power generation.

•    Fosters and participates in a productive team environment by establishing and maintaining effective working relationships with external decisionmakers and influencers as well as internal co-workers, managers, customers, contractors, and vendors.
•    Ability to navigate and succeed in a highly matrixed reporting structure, preferably at an international company.
•    Must be a self-starting and motivated individual who is able to effectively direct and manage priorities while meeting deadlines for deliverables.
•    Must be able to work effectively on an individual basis and as a team member.
•    Must display strong verbal and written communication skills with a proven ability to communicate effectively at all levels.
•    Self-starter with demonstrated performance leading initiatives and building consensus at all levels of a matrixed global organization with minimal supervision.
•    Strong prioritization and multi-tasking skills with the ability to operate in a complex, rapidly changing business environment with typically tight schedules and demanding targets.
•    Locate in or near a major center of energy regulatory and/or commercial activity in the assigned region, with a preference for working from the company’s Portland, Oregon offices.
•    
•    Navigates and succeeds in a matrixed reporting structure, preferably at an international company.
•    Analyzes existing or proposed market structures and determines both economical and operations impacts on current practices then propose / implement alternative solutions which will maximize profitability.
•    A self-starting and motivated individual who is able to direct and manage priorities while meeting deadlines for deliverables.
•    Works effectively on an individual basis and as a team member.
•    Strong verbal and written communication skills with a proven ability to communicate effectively at all levels.
•    Leads initiatives and build consensus at all levels of a matrixed global organization with minimal supervision.
•    Strong prioritization and multi-tasking skills with the ability to operate in a complex, rapidly changing business environment with typically tight schedules and demanding targets.
•    Located in or near a major center of energy regulatory and/or commercial activity in the West, preferably the Pacific Northwest.
